History of APCA

By Article 17(1) of the Constitution of the Islamic Republic of Pakistan, recognized by the Government of Pakistan, Cabinet Secretariat, Establishment Division, vide letter No.16/17/73-F.I, Islamabad dated 09-4-1974. Since the Establishment of APCA, as adopted by special resolutions passed time to time & later on 7-8th March 1991, Final recommendations were prepared and sent to Central Secretary General, Muhammad Ishaq Saqi (Shaheed-e-APCA) by the Provincial Presidents of APCA for approval in the Supreme General Meeting held on 16-18th August 1991 at Mari. After its decision that the Central Executive Body & Supreme General Council decided & action taken by approving of APCA Constitution / Manifesto (Amended) 1991 on 18th September 1991 at Lahore, effective from 18th September 1991. Now a days,the APCA Constitution 2011 is being adopted to establish APCA (Shaheed Saqi) as necessary amendments in various articles of Manifesto 1991. in this connection Central Executive Body, led by Mr. Nazar Hussain Korai was constituted a committee under the Chairmanship of Syed Mehmood-ul-Hassan Arzo & its members of All Provincial Presidents of APCA. Syed Mehmood-ul-Hassan Arzo, Chairman, APCA Pakistan has openly announced in the presence of APCA Leaders and Members in the APCA Seminar at Sukkur (Sindh) held on 17th December 2011 that APCA Constitution / Bye-Laws 2011 has been prepared & completed in all respects in 60 Articles. Therefore, the copies of the same in shape of Printed Book would be given to APCA members, and in book would also be posted in the APCA Web in the year 2011. Latter on, in according with the decisions taken by the APCA members/representatives in their meetings from time to time since last three months upto September 2020, in order to streamline the circumstances for making good welfare of employees, as well as for prevailing situation of APCA Pakistan to run day by day the affairs of the association, so by adopting the Constitution /Bye-Laws 2011 (Amended) for the establishment/re-organizing of All Pakistan Clerks Association (Shaheed Saqi) Pakistan with immediate effect. Therefore, in the exercise of powers vested in him (Central Chairman Mr. Zulifiqar Ali Shaikh) under Chapter-IV, Article-21, (1) (a) (iii) of APCA Constitution / Bye-laws 2011 (Amended), in partial modification of CEB's Notification of 29/10/2020 (under Chapter-III, Articles-8), an Adhoc Central Executive Body of All Pakistan Clerks Association (Shaheed Saqi) Pakistan is being declared on 30th January 2021. We are delighted to see the changed Colorful flags and Monograms. Since 2010, we have introduced through APCA Pakistan Web an organizational colorful flags and monograms which are now being used by workers and office bearers from every office unit to the Central level across the country.
