Introduction of the All Pakistan Clerks Association
The All Pakistan Clerks Association is a Country wide Organization of Government Employees / Clerks Community/ Official Staff / Lower staff (BPS-1 to BP-16/17 ) including Technical & Non-Technical Staff of Government & Semi Government, suppressed class of employees playing vital role in the Government Machinery in a very dignified manner with professional enthusiasm & commitment. The APCA is striving to improve the social, moral, and financial status of the said category of Government employees for the long.
The All Pakistan Clerks Association (APCA) was founded by Ishaq Saqi (Shaheed) and Hidayat Yar Bokhari (Dawn 20 Apr. 2000) , Syed Mehmood-ul-Hassan Arzo with the reported objective of restoring respect for clerical staff (HRCP June 2000). APCA is recognized by the Government of Pakistan on 9 April 1974 under letter No 16-17/73/Fi (ibid.). By 1985, the Association had established a united platform across Pakistan, with Bokhari as its president and Saqi as its Secretary General (Dawn 20 Apr. 2000; HRCP June 2000). Today, APCA, reportedly the "sole representative of employees from Grade 1 to 16 /17 " (Dawn 18 July 2001) claims a membership of 2.2 million clerks (ibid.; ibid. 20 Apr. 2000), increasing day by day.
On 12 April 2000, APCA Chairman, Muhammad Ishaq Saqi died while in the Dera Ghazi Khan central jail (Dawn 20 Apr. 2000; HRCP Feb. 2001; ibid. June 2000). Saqi, along with Javid Lund, Bilal Shah and Muhammad Safdar (Dawn 14 Apr. 2000), had been arrested a week earlier under the Maintenance of Public Order Law for holding a protest demonstration against the Elementary Education Director who was reportedly responsible for the "arbitrary" relocation of clerks to other districts (HRCP Feb. 2001; The Pakistan Newswire 21 Apr. 2000). Although a district and sessions judge granted bail to those arrested, Saqi alone was not released, but was instead re-arrested on charges dating back to July 1999 that involved the recovery of property; charges which had reportedly already been dealt with (Dawn 20 Apr. 2000). Saqi's body reportedly bore indications of injury and, according to a report by the Human Rights Commission of Pakistan, "his mysterious death was believed to have resulted from the failure of prison staff to provide him any medication for his diabetes and the harsh treatment meted out to him" (Feb. 2001). I, M A Bhurgri, also saw that the Association had again established and United platform across Pakistan with Syed Mehmood-ul-Hassan Arzo, Chairman, Mr. Nazar Hussain Korai as its Central President & Mr. Murad Ali Chachar as Secretary General. APCA leaders, along with their members, have continued strong struggles for their legitimate rights since 2008.
Latter on, in according with the decisions taken by the APCA members/representatives in their meetings from time to time since last three months upto September 2020, in order to streamline the circumstances for making good welfare of employees, as well as for prevailing situation of APCA Pakistan to run day by day the affairs of the association, so by adopting the Constitution /Bye-Laws 2011 (Amended) for the establishment/re-organizing of All Pakistan Clerks Association (Shaheed Saqi) Pakistan with immediate effect. Therefore, in the exercise of powers vested in him (Central Chairman Mr. Zulifiqar Ali Shaikh) under Chapter-IV, Article-21, (1) (a) (iii) of APCA Constitution / Bye-laws 2011 (Amended), in partial modification of CEB's Notification of 29/10/2020 (under Chapter-III, Articles-8), an Adhoc Central Executive Body of All Pakistan Clerks Association (Shaheed Saqi) Pakistan is being declared on 30th January 2021. We are delighted to see the changed Colorful flags and Monograms. Since 2010, we have introduced through APCA Pakistan Web an organizational colorful flags and monograms which are now being used by workers and office bearers from every office unit to the Central level across the country.
